Job Description:

ABOUT THE POSITION

Reporting to the Director, the Manager of Arts and Culture Services is responsible for managing and overseeing the division that is responsible for public art, arts and culture grants, support to and hosting community events, liaison and support to community arts organizations, overseeing arts and culture plans and initiatives, and operation and programming of Centennial Theatre.

You are an effective leader, strategist and relationship builder with expertise and experience in strategic and operational planning for the delivery of municipal arts and culture. You will oversee efforts to foster a thriving arts system and lead NVRC’s fulfillment of its mandate related to arts and culture.

Responsibilities:

KEY ACCOUNTABILITIES:

Provides direction for and participates in the planning, delivery, operation and evaluation of arts and culture services, grants, events and facilities consistent with the strategic priorities of NVRC, the City and District of North Vancouver, and the needs of the community and arts organizations.

Builds and maintains effective working relationships with local arts organizations and

Indigenous communities on arts and culture matters.

Manages, leads and oversees staff in the division including but not limited to workforce planning; recruitment and selection; planning, delegating and reviewing work; performance coaching and evaluation; change management; and representing the employer in labour relations processes such as discipline, grievances and terminations.

Develops and leads actions and initiatives that impact arts and culture services and create synergies with recreation services and arts organizations.

Oversees and participates in the preparation, monitoring and management of the division budget and capital planning.

Administers and periodically reviews the arts and culture grants program and policy.

Represents the division and NVRC on internal and external committees and arts and culture sector groups.

Builds and maintains effective working relationships with internal and external parties and individuals including NVRC leadership and staff, the City and District of North Vancouver, arts and culture organizations, and service partners; and is seen as a trusted resource to help arts organizations thrive.

Develops and fosters collaborations and partnerships with community organizations to enhance service delivery, minimize duplication, maximize use of resources, and build community.

Researches, prepares and delivers reports, presentations, strategies and recommendations internally and to the Commission, Councils, partners, media and the public.

Leads the development and implementation of relevant policies, procedures, systems and practices.

Participates in long range and strategic planning to advance NVRC’s strategic goals.

Remains current with best practices and emerging developments in arts and culture and ensures that strategies and tactics reflect contemporary insights.

Completes other duties as assigned

Qualifications:

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Thorough knowledge of the principles, objectives, methods and standards of community arts and culture

Thorough knowledge of strategies, practices, policies and procedures used in identifying community needs, developing processes, and planning and delivering arts and culture services

Ability to build and foster collaborative relationships with local arts organizations and Indigenous communities

Ability to handle confidential and sensitive issues with skill, tact and diplomacy; to make decisions; and to prioritize quickly to meet changing demands

Ability to work independently, communicate and collaborate with relevant parties, and apply creative, innovative and constructive thinking

Ability to think critically and strategically by seeing the broad implications of opportunities, issues and potential problems

Experience leading and supervising the work of subordinates, delegating and overseeing work, selecting and mentoring staff, conducting performance reviews, and handling labour relations matters appropriately

Ability to build and maintain strong and effective working relationships with a variety of internal and external contacts

Awareness and understanding of diversity, equity and inclusion, and cultural safety principles and practices

Excellent interpersonal, communication (oral/written) and presentation skills

Demonstrated adaptability, maturity and sound judgment

A degree in an arts and culture field, management or other related field plus a minimum of ten years of experience in community arts and culture, including progressive management and leadership experience, and experience working with Indigenous peoples and communities; or an equivalent combination of education and experience.

Remuneration:

Exempt Pay Band 4 $116,852 to $129,492 (2024 rates)
